The sealed beam regulation would've been relatively recent (Loewy was born ~1890, the sealed beam regulation was ~1940).

I'm sure Loewy saw that as a significant improvement. I kind of wish we'd go back to that reg, as light performance today is all over the place, with many being blinding to other driver. Just update the spec for color and current light capability. The daylight color of today's LEDs is terrible at night.
