I have a question that I'm confused about

What clue allows us to know that Brian and Diane are criminals? Peter is guaranteed to have at least 3 criminal neighbours (Nancy or Ronald thus solving Katie), but we still don't know about Vince, Will, or Katie. If they were all Innocents, Peter and Chris would still each have 3 criminal neighbours so Isaac's clue would still be correct 🤔
