The first Klingon BoP in the movie was originally a stolen Romulan prototype in an earlier draft.

Didn’t they settle on Klingons borrowing the design.
EDIT: I have a memory of my grandfather saying Romulans gave it to Klingons.
Well they formerly were allies if I remember the canon correctly and only after the shared development of the war bird did they politically drift apart and become enemies. Time traveling Tasha Yar played a part in all that.
Unrelated, but while they're obviously referring to raptors, most birds are birds of prey, at least partly. Condors not so much, they're birds of carrion. But hummingbirds prey on small flying bugs, tits eat critters in bushes, chickens prey on lizards, snakes, rodents and each other. Penguins are fearsome birds of prey!
