A notice calls the people the U.S. military recently killed on suspicion of drug smuggling in the Caribbean Sea “unlawful combatants.”

Note that the Constitution explicitly grants Congress, not the President, the power to declare war

Legal, but with:

  • heavy taxes to discourage first-time use
  • restrictions on advertising and marketing
  • easy access to effective treatment
  • active measures to discourage public use

Would be an improvement over the current situation
