Legal, but with:

  • heavy taxes to discourage first-time use
  • restrictions on advertising and marketing
  • easy access to effective treatment
  • active measures to discourage public use

Would be an improvement over the current situation

If you tax it too heavily, it reopens up the opportunity for black markets. 100% agree with the other 3 points.
