Is this some fucked up Frankenstein's monster of both ports or is it just saying its a Display Port that can use a converter without having the proprietary parts get in the way

A port feared by IT departments and 'that family member that's good with computers' alike, as they spend the next decade explaining to various people that they broke their new computer's socket.

HDMI and DisplayPort are the same! That's how it was on my old laptop!
