Could someone remind me what version and how long a journey this has been?
A long time. Over 14 years. It was Beta 1.7.3.

Apparently, yes. According to some randoms on the internet, he's been doing it pretty casually. He brought his Minecraft wolf as well.
Is this like, the end of the Minecraft world?
Yes and no. It is the end of the normally generated and functioning Minecraft world. Afterwards there is still something, as can be seen, but the generated terrain is scrambled and fucked up, because its X and Y coordinates are outside the expected range. Because normally no one will reach it with normal play.
Also worth adding it sadly doesn't really exist anymore, the iconic look here is gone, although game mechanics still begin getting weird.
Also although people have teleported to it, Minecraft is so big that I assumed nobody would ever reach it in survival. I'm not surprised it took 14 years.

Over 14 years for him, because he didn't speedrun it. But he was the first one to start though!
