But why?
What does he believe he gains by this?

Nobody thinks that US nuclear weapons are not working.

Including the weapon designers, who have by now better ways to predict and verify nuclear high temperature physics behaviour.

He likes when things go boom. Also his entire life he has tried to imitate the behaviour of a mob boss (now upgraded to dictators), and he thinks this is how a mob boss/dictator would act, which is probably not wrong.
