What does high frequency really mean in this context - in europe that might be every 15 minutes or so, but here I see only numbers about speed ?

There is no baseline number announced publicly for how frequent is high frequency. However, it will likely depend on expected demand, rolling stock orders and availability. The proposals that would include some details on travel times and how frequent train service could be.
Currently the most popular Via Rail corridor, Kingston-Toronto runs about 14 trains per day, so I would say in my book it needs to exceed that at a minimum before I consider it high frequency.
