I'm gonna guess that amputations are more common than having extra bones. Especially given the world we live in

I'm not at all sure about that. According to sources i see, extra bones occur in roughly 10 to 30% people.

Before we clarify the average, we must define what an entire skeleton means. If some people have 'extra' bones - who says that this isn't the baseline and the majority is lacking some?

Good point, but according to the article the extra bones provide no additional function and just cause pain. I'd say that well qualifies as being extra

Technically, the average human body contains slightly less than enough bones to make an entire skeleton.

Because, after all, the average human has slightly less than 2 legs and slightly less than 2 arms.
