Without having any personal feelings about staff or players, is moving Fields for a new rookie the best move? It would be better to stack your roster with QBs.

Depends on how Fields plays the rest of the year and where we stand at the draft

Fields hasn't been a rookie for two seasons. And if the Bears draft a new QB, keeping him in no way would tenable. He'd likely be traded for a third round pick to the Raiders, Broncos, Buccaneers or Falcons, teams just good enough to not be drafting highly in the 2024 draft.

A rookie is a first year player, not a 3rd year player. Really weird that that needs to be explained.

We can keep Fields and draft a rookie. Plenty of good day 2 QBs this draft.

You want to trade Fields because you could probably get a second round pick for him. Think about what the Jets got for Darnold. Fields is probably worth at least that.
