This bill already has that! It's actually not strictly about mifrants but extending castle doctrine in Arizona to make it legal to kill anyone in your property, regardless if they're any threat or even remotely close to you.

they'll manage to legally imply that all people must carry identification at all times and that anyone shot dead while not carrying ID will be affected by some unholy combo of this and castle doctrine
