Yeah looks like a hardware issue. If it persists after restarting the phone it‘s not a software thing.
I‘m a little thrown off by the line being horizontal. Usually you get very bright vertical lines on failing screens.
I carry 2 iphones every day and sometimes I get better signal on one of them, enable personal hotspot and keep browsing.
The real stupid thing is apple shutting down the hotspot when you‘re not connected to your second iphone and the other device is not using the internet for a minute. Like when you make a hotspot for your windows laptop. Go to the bathroom -> reenable the hotspot.
I broke the screen of my last android phone when I tried to push out a bubble while applying a screen protector.
Sometimes it‘s just bullshit.

Is that a confusing way to say refresh rate? Or are you talking a about brightness, that‘s probably controlled with a pwm signal?
If it‘s the latter I‘m sorry to tell you apple won‘t release dimmer phones in the future. But you can always dim the brightness to levels that do not ‚fry your eyes‘.
