They like to cause a depression, wait long enough for everyone to forget that they caused the depression, let the regime change once or twice, then fix the issue to remind you that you need them. If I had to guess at motivation for war with China it would be that Putin sees China as a threat and would like to use the US to weaken them either before they attack or to prevent China from more closely focusing on Russia.
