Absolutely: higher income people are paying for most of the program with their taxes, why exclude them? I might be a strange blend of left and right but these programs: schools, hospitals, daycare and dental should all provide a minimum level of service for everyone regardless of their income and help establish the basis for a fair price for dental care.
