The tactics are tyrannical but not uniquely fascist. Jailing political opponents because they angered the crown is a European tradition that predates Rome.

No, but we have this thing called the 6th amendment that lays out the minimum requirements for prosecution. (known as due process). Pre-crime clearly breaks those minimums.

China's also showing the problem of that. The state control is too susceptible to corruption. That's how they have a whole industry if fake construction, fake goods etc... And why they're on the brink of a massive Construction bond related crash.

In fairness almost everyone though the US intelligence service was pulling another Iraq when they said Russia was going to invade. Everyone but Putin saw how bad of a move it would be for Russia and assumed it was posturing.
