Frank Taylor’s idea for the Stable Recovery program was born six years ago out of a need for help on his family’s 1,100-acre farm that has foaled and raised some of racing’s biggest stars in the heart of Kentucky horse country.

The area is also home to America’s bourbon industry and racing has long been associated with alcohol.

“If a horse won, I drank a lot,” Taylor said. “If a horse lost, I drank a lot.”

The basic framework for the program at Taylor Made Farm came from a restaurant he frequents whose owner operates it as a second-chance employment opportunity for people in recovery. Taylor thought something similar would work on his farm, given the physical labor involved in caring for horses and the peaceful atmosphere.

The work, they said, began decades ago with federal funding for basic research on bacterial immune systems. That led eventually, with more federal support, to the discovery of CRISPR. Federal investment in sequencing the human genome made it possible to identify KJ’s mutation. U.S. funding supported Dr. Liu’s lab and its editing discovery. A federal program to study gene editing supported Dr. Musunuru’s research. Going along in parallel was federally funded work that led to an understanding of KJ’s disease.

The latest data, for the first quarter of 2025, shows that China’s CO2 emissions have now been stable or falling for more than a year, as shown in the figure below.

However, with emissions remaining just 1% below the recent peak, it remains possible that they could jump once again to a new record high.

Outside of the power sector, emissions increased 3.5%, with the largest rises in the use of coal in the metals and chemicals industries.

Sector-by-sector analysis suggests that, in addition to the power sector, emissions have likely also peaked in the building materials and steel sectors, as well as oil products consumption.
