Yes there are and they are less than $200 for a full setup, these are the wire fed type you can get at a Harbor Freight.
The power supply is the trickiest part, but the low end welders only need a 20amp circuit, which is a typical power level that might serve a suburban bedroom. You would need a vehicle but even a couple of deep cycle lead-acid batteries and an converter/inverter would power several minutes of welding, more than enough as typical spot welds only require ~10 seconds of arc time.
Source: am farmer and recently built a 9 foot tall wind driven kinetic sculpture of a Wendigo out of scrap rebar found about the place.

There are portable power banks (generally known as power stations) that can put out that sort of power. 2.5-3kw is expensive, but not hideously.
You get batteries and inverter all in a portable package.
Jackery is one.
If we’re cobbling this together then we should just get a few lifepo4 12v 100ah for a couple hundred dollars. You could get 3 or 4: 1200 watt batteries for the price of one 1500 watt Jackery.

Yeah but thermite welding can be tricky. But a cool light show regardless.

If they are anything like the farmers near me they will put it in the woods on the edge of their property to scare the shit out of folks at night. Bonus points if there's an access road or trail with a bend.
You can make a stuck welder with nothing but a couple pairs of vice grips thick wire (good old jumper cables), some stick electrodes and a couple car batteries in series.
I think the elecroboom guy did it on stage at a ted talk once.
