What's more likely:
Trump is some uniquely likeable guy and FIFA just couldn't help themselves show how grateful they are for Trump existing.
FIFA observed Trump is a child who could throw a tantrum at any moment and do serious damage to the organization if not constantly flattered.
Trump bought the privilege to host the world cup, the same way Qatar did. It's about money. Trump only knows money and fucking little kids.
Of course they could always just not associate with him. If you're not standing right next to Trump at all times he forgets you exist.
Trump was going on about imposing tariffs on the UK for enforcing tax laws that have been on the books for ages, only he's just found out about them, UK government totally ignored the tantrum, so now he's forgotten about it.
