No, this is a misunderstanding. This is just an unusual rock formation. It has nothing to do with the actual statue, that still stands on Earth.

It's actually still earth and the protagonist time travelled.

They travelled to the past when only the upper half of the statue was built.

So… in the novel… it IS actually a different planet and obviously the Statue of Liberty is not there.

You likely already know this but the statue in the movie is a convenient symbol for change over time which is relevant to the book. No spoilers.

Anyway… read the novel! It’s great.

The bigger plot hole is that this is not consistent with any global warming or giant earthquake. Rising sea levels would not have a beach and rocky formation right next to statue of liberty. And a crazy violent earthquake that would move land and rock well above the statue of liberty and right next to it, would have knocked the statue over.
