He is complicit and may even be liable since people are getting hurt on his property because of unclear signage. It’s both understandable and predictable that people will get hurt doing this.

The public road curves left, but the private pathway to the camera owner's residence leads straight from the road. And I suppose a gate is not what people expect to be in their way.
