It’s funny how goku is just the biggest goof ever 80% of the time, but he goes so hard the remaining bit that it is basically an alter ego.
I've seen folks say it's him going full Kakarot, IE his Saiyan side comes out in full. Also I wonder if Vegeto would've wasted so much time if that was his main personality.
Personally, I doubt it.
Vegeta also tends to stall and fuck around during fights, though to a lesser degree. It's seems it's just intrinsic to Saiyans to not go 100% on fights until the last minute and Vegeto got a double dose of that behavioral quirk.

It seems wholesome on the surface, but in reality goku is there to fight the child cancer survivor because his whole deal is to fight strong opponents.
I totally misread the meme and thought the POV character beat up a dude with cancer. Not that realizing my mistake would’ve helped much though, your explanation still helped either way since I don’t know anything about goku.
Honestly watching Dragon Ball Z Abridged is the perfect introduction to Goku for the context of this meme
