I'm not american, but from my experience with american media (including queer content creators on YT etc) I'd say it depends on context and pronunciation.
In the context you provided, spoken angrily, I'd guess it's an insult and I have heard it like that, but it is also used in a celebratory, uplifting, empowering way.

Ich habe die letzten Nächte immer diverse Fenster über Nacht gekippt gehabt und morgens zu gemacht. Bis auf den Bereich wo man kocht und auf die Veranda raus geht ist auch am Nachmittag noch alles sehr angenehm temperiert.
Aber das ist doch das, was ich geschrieben habe. Fenster auf, solange es kühl ist, und zumachen, bevor es heiß wird.

Wie kommst du darauf? Morgens, wenn es kühl ist, lüften. Dann hat ma kühle Luft in der Wohnung.
Das mag anders aussehen, wenn man ausschließlich Ostfenster hat oder so, aber abends ist es meistens noch länger warm.
