Yes definitely, you can play it without knowing anything about the other games. All you'll miss out on are references and lore stuff.

This sounds a lot like Crimson Peak (2015) but the main character isn't a vampire, so probably not it.

It says in the article the proposed fine for Thames is 9%, but doesn't mention Northumbria or Yorkshire.

2 that come to mind are Adom and caves of qud are very similar in terms of designs and inspirations but share very little in common graphics wise are from being all 2d-esque. You can explore dungeons in a roguelike fantasy world.
