Even with less help they would be doing more than others. If they're taking care of current refugees I don't blame them at all for taking in less in the future.
I wouldn't want to talk to AI either. Just have it send me a voicemail recording of the video, but transcribed into a text, into my spam folder.

Some people that I know use audio texting and listen to responses at 2x speed.
