Sure, but Planetside 2:

  • Was specifically designed with that goal in mind
  • Still runs like shit with loads of people

You're right, but I feel like even without the hyperloop, the government (or other rich fucks) would find some way to avoid building a train line. Trying and failing to build a hyperloop was just a convenient excuse.

Honestly I think Bashir would probably still give you medication. If anything, he would be acutely aware of how it would feel to be unable to operate at 100%, given that was basically why he was genetically enhanced in the first place.
