It makes more sense if you think of it as votes against Trump rather than votes for Biden.
There's a bit of amnesia around Trump's administration, people like to remember him as "mean tweets" guy and not for his thermobaric bomb fetish, or how he would nonchalantly launch attacks on Syria without congressional approval first.
