The judiciary (including SCOTUS) and the states. The US Constitution is abundantly clear on the legalities here. The judiciary has already blocked several of his unconstitutional power grabs. (Funding freeze, birthright citizenship, Treasury Dept incursion, etc.)
It's not like Trump is going to invade New York and California. He's not a strong man. He just talks a big game until someone gets in his face.

To counteract the threat of the Woke Mind Virus, this vote shall continue to be awarded past the childrens' age of majority.
