I'm struggling to see if this is a temporary tattoo or not. There is a shine to it that makes me think it's not real.

It seems like it's on the skin, and not in the skin.
It looks real to me, you can see the pores, paint would Cover them. The tattoos under the eyes are very fresh and still healing.
Plot twist: he didn't cover his eyes, those are actually tattoos.
