So if those restrictions are on a scale of 1-10, where 10 is maximum restrictions, where are we? And why are we not on an 11 since 3 years?

That's what I'm screaming every time I hear of new sanctions for the US and EU. We could have cut his economy off like a light switch if we had 100% sanctions and monetary confiscation from the git go. Now Putin's had time to forge and rejigger alliances.
