For me I'll prefer shorts if the temps are at least somewhere in the mid 60s Fahrenheit. I run hotter than most however and prefer colder temps.

Totally depends on what you're comfortable with. I personally will wear shorts down to around 40°F (4.5°C).
I never wear shorts unless it's swim shorts. They just don't feel comfortable to me no matter how hot it gets.
Yah I have pants that are good for running, riding swimming, surfing etc. Shorts are for little boys.
Shorts are tge default at around 18C, and absolutely necessary at 25C+.
In Australia that might be considered a bit cold for shorts, but definitely within acceptable range.
If you’re a math teacher there is no minimum temperature required for wearing shorts.
It's long pants 100% of the time for me. The difference in temperature between shorts and long pants has always seemed negligible to me; but the sensation of wind hitting my leg hairs feels like I'm standing on an ant colony.
Other than swim trunks, I don't even own a pair of shorts.

I don't wear shorts if the daily maximum is going to be below 30°C. Way too cold with shorts.

In which direction? Because if it's somewhat warm but raining I'd be more likely to lean towards shorts since they're easier to dry than long trousers.

No, it's exactly 21.00⁰C. It's like a bell curve. Once you go above or below that, it's back to pants.

Ideal? No. Reasonable? Yes.
21C is a bit chilly for me. Not chilly enough that I need to rug up, but enough that I notice the cool tinge to the air
Temperature doesn't matter as much as wind.
I'm one of those wackos that wear shorts 365. Including cold Winters. I'll even shovel snow in shorts as long as my feet are toasty.
I don't blame you. I'm hypersensitive to heat (Covid fucked up my internal thermostat). Even 15C can be too warm. I'd rather be cold than warm in any shape or form.
Depends on the person and what they're used to.
For a lot of people here in Britain, that's definitely getting up into shorts territory (at least for the shorts aficionados) but somewhere more equatorial, that's the sort of low temperature where people might start thinking about putting on long trousers... if not also a coat.
I bought pants a couple of years ago for a trip to Chicago in December, since the ones I have didn't fit and hadn't been worn in 15 years; it was in the 20s (F) the whole week, plus wind chill. Typically, mid 30s and up, shorts. 35 or 120, anywhere in between.
I live in a desert so shorts all the time really.

As long as it’s above 0F I’ll wear shorts. My legs don’t get cold unless it’s really windy.
If I look at the weather and see 61 F or higher at maximum then it's a shorts day.
