They demonstrate so that other reactionary CHUDs will see it's okay to do so and demonstrate themselves. The plan is to become visible enough to "frighten" their enemies in hopes of suppressing them. It's about power, always had been and will be. To get the "wrong" people to live in fear of them and only allowing them to live by their supposedly good graces.
