I know that completing the census is mandatory for citizens and permanent residents in Canada, but does that also apply to tourists? I know a country that enforces mandatory census completion for both citizens and tourists (like Australia for example: they stipulate that even non-citizens are made to fill up the census form despite the fact they don't live there, why should it concern them in the first place?).

If you're staying in a hotel how are you going to complete de census? If you're a tourist staying at an airbnb then most definitely the obligation of filling it isn't yours but your landlord's.

Airbnb owners aren't landlords to their guests but I understand the usage, if only because "host" also implies a relationship that isn't quite right either.

However looking into it the funny one is Homeless Canadians DO have to take it. How? fuck if I know but I just noticed it after researching for your post. doubt many if not most will. good luck fining a homeless person $500 for not taking it.

Generally with the help of the various social service agencies who normally have contact with them.

If they are living in a citizens house, the citizen will acknowledge them in their census submission.

The purpose of the census is in part to help the government to plan for future infrastructure and public services. Long term visitors (students, temporary workers) and even tourists use these, so it is a good idea to have statistics on everyone in the country. Even though tourists and visitors are transient, the overall numbers average over time.
