People's ideas about the repsonsibility of leaders and official's is really weird. everything your subordinates do is your repsonsibility and every one of their fuck ups is your responsibility that you need to address and make right. You can't just say "oh well so and so fucked up it wasn't me". You signed up to be " it's always me and I will always take action to accept, investigate, and acknowledge these failures and when it's time to face the firing line I will accept responsibility for the actions of my subordinates".

I suspect he just stopped Trump’s initiative because it had his name tied to it, and launched an identical initiative but this time it has Biden’s stamp on it which makes it good and moral.
